The City of Orlando is evaluating the renewal of its Targeted Revitalization Site Redevelopment Pilot Program, initially launched in 2018 to encourage private investment in underutilized areas, including the International Drive and OBT corridors.

The pilot program aims to revitalize blighted or abandoned areas by incentivizing mixed-use developments that include affordable housing. Citywide, eligible projects must encompass at least nine acres, incorporate mixed-use elements, reserve a minimum of 10% of housing units for households earning 80–120% of the Area Median Income (AMI), and increase the property’s taxable value by at least 400%. For projects within the International Drive area, the minimum site size is reduced to 1.5 acres, with a required taxable value increase of at least 200%.

The program offers performance-based incentives, including tax increment rebates generated by the new developments. These incentives are designed to promote high-quality urban design and create vibrant, walkable communities that benefit surrounding businesses and residents.

The Orlando City Council discussed the potential renewal of the Targeted Revitalization Site Redevelopment Pilot Program at the latest council meeting. City staff advocate for the program’s continuation, citing its potential to stimulate economic growth and address the city’s affordable housing needs.
